There's a somewhat logical explanation for why this online interactive aid doesn't know how to deal with someone who cannot get online:

If their issue is that their internet is not working, how are they talking to the ONLINE ComCast helper?

I assume through another Internect connection, though that is an inevitable paradox for people who only have the one connection...
