Actually it is not "rare" and the meteorologists call them a "fire pillar."

@Janice H. Wow I honestly didn't know that. i guess it's kind of like thunder snow then, happens once in life time and the conditions have to be just right for it.

When the video in your post was shown on our local TV news, the reporters explained how it happens and that it is common for firefighters to witness, while fighting wild fires.

Yes I have heard thunder snow too. It happens at least once a year where I live.
